The Penang state government will invite the Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Datuk Dzulkifli Ahmad to the IBR 10 Plus(+) Corruption-Free Pledge in Komtar on Friday 28 July 2017.
Penang is not aware that the state government must initiate contact with MACC, and not just await word from MACC, as is commonly done between government agencies. Why did MACC not just inform us, by phone or email without any compulsion, that we can choose to or not, to take the initiative to “volunteer” to MACC to sign the IBR Corruption-Free Pledge?
I have discussed with my EXCO members and they have agreed to sign the IBR 10 Plus this Friday, provided it included the state government’s 10 integrity measures. This demonstrates our sincerity and commitment to combat corruption as well as not allow this matter to be maliciously exploited by the BN-controlled media to politically lynch Penang.
The Penang state government has no problems to volunteer to sign the IBR, This IBR 10 Plus will be signed on 28 July by all members of the Penang state government’s administration, Assemblypersons and Members of Parliament.
The 10 integrity measures include putting in practice the state government’s principles of CAT (competent, accountable and transparent), practicing open competitive tenders and institutionalising the public declaration of assets by the chief minister, state executive council members and assemblymen. Members of the administration are banned from getting approvals for state land, their families cannot do business or gain contracts from the state government and they are not allowed to receive personal “donation”. Finally, full protection must be given to genuine whistle blowers, a provision to take action against government leaders who live in luxury beyond their means and transparency in political contributions.
MACC can organise the IBR corruption-free pledge for us or do it jointly with the Penang state government.
