Karpal wants IGP to stop ‘after-hours’ interrogations
GEORGE TOWN: Inspector-General of Police Tan Sri Musa Hassan has been urged to direct his men to stop interrogating witnesses outside office hours.
Bukit Gelugor MP Karpal Singh said that if the interrogation was allowed, it would be in contempt of a High Court judgment.
Karpal Singh was referring to the High Court landmark ruling on Thursday that the Malaysian Anti-Corruption Commission cannot interrogate witnesses beyond office hours.
Musa was quoted in an English daily yesterday as saying that the ruling did not apply to the police force.
He also said he had not received any instruction on the matter.
Karpal Singh said Musa did not realise the implication of his statement.
He said Rule 20 of the Lock-up Rules 1953 stated that a suspect has to be in his lockup from 6.30pm to 6.30am.
“In other words, a suspect cannot be questioned between 6.30pm and 6.30am. If this applies to suspects, I don’t see how witnesses are not accorded the same protection,” he told a press conference here yesterday.
Karpal Singh said all witnesses who were questioned after office hours in the last three years could claim damages against the Government and the police.
He said under the Public Authority Protection Act, a suit against the Government or government body could commence within three years.

Fully agree with MP Karpal Singh…another case I will like to highlight is to make Saturday and Sunday a day which we can bail a person out for minor unconfirmed and wrong detention.A very good example is that a particular policeman can detain you if you happen to argue with him for your rights in a certain case and he will promise you a good three day detention if it happens to be a Friday.No bail on Saturday and Sunday!Imagine being locked up for three days for trying to stand up for your rights and that particular policeman laughing and sneering at you!
